Library Furniture: Municipality Of Tirana Tenders With ‘Red Flag’

For the furnishing of the three libraries, themunicipality of Tirana had foreseen a limit fund of 6.4 million ALL withoutVAT.

The procurement with the object "Furnishing of theCity Libraries", divided into three lots was accompanied by accusationsregarding its second lot, where the building where the library was to befurnished, would collapse due to earthquake damage.

Following these denunciations, this lot was canceledwith the argument that this happened "for reasons beyond the control ofthe contracting authority and unpredictable at the time of the start of theprocurement procedure."

However, the process continued for the first and thirdlot.

For the furnishing of the library in the administrativeunit number two, the company Erzeni/SH was declared the winner with a value of1.8 million ALL.

According to the documents, it is known that the companyM.Lezha was also a participant, but with a higher offer.

For the next lot, three companies participated, againErzeni.Sh and M.Lezha but also the company Buna. The latter was disqualifiedbecause it did not submit a bid for the furnishing of the library in unitnumber 6. In the end, it turns out that this time it is M. Lezha who isdeclared the winner.

Another recently opened tender is the furnishing withfurniture equipment for schools with a value of 73 million ALL. According tothe PPA data, the winner is Erzeni/SH.

According to the announcement of the winner, it wasannounced that 4 companies participated, three of which were disqualified andonly one operator remained in the competition, which was automaticallyannounced as the winner.

This tender was accompanied by the red flag from OpenData with the disqualification mark of all competing operators except thewinner.

The tenders of the capital's municipality are notinfrequently accompanied by the flag that signals illegal or unethical conductof business, especially in relation to corrupt practices and non-compliancewith anti-corruption laws.
