Lists Of Coalitions, Still Unspecified

Following the entry into force of the constitutionalamendments, the electoral code must be amended again. Open lists andpre-election coalitions should be defined in this law but the Political Councildoes not yet have a date when it will convene.

The SP should mandate Damian Gjiknuri as itsrepresentative in this Council because his initial mandate as co-chair of theelectoral reform commission has ended.

According to sources, there is still no officialcommunication between the parties on when they will restore theextra-parliamentary table.

Open lists and coalitions are expected to includepolitics in debates again, a moment that could bring the internationals back tothe table.

If the DP-SMI will propose a mechanism that guaranteesgender equality then the SP is ready to open the lists 100% in the generalparliamentary elections.

The majority thinks that opening the list by 2/3 isenough, arguing that if they are 100% open the country can go back to a timewhen women were few in number in Parliament.

But Democrats think this Socialist proposal is just apolitical ploy by Edi Rama.

It remains to be seen how the political parties willfare in the elections of April 25, 2021, united in a list as an electoralsubject as proposed by the SP or in pre-election coalitions as in the previouselections, this request of the DP.

There are still 7 months left from the nextparliamentary elections while the preparations for the elections are still atzero point, as there is no institution that will deal with theiradministration.

The implementation of technology in the 2021parliamentarians will be the challenge and novelty of this election that hasbeen directly assigned to the deputy commissioner of the Democratic Party, whohas not yet taken office.
