Elections Lock Tenders And Salaries, Government Deadline Until December To Increase Administration Salaries
The government will have until December to raise wages.After this deadline the law prohibits any possibility until the formation ofthe new government. But the municipalities will also have to report to the CECthe activities, which will not be allowed without obtaining the relevantpermit. The assembly has already opened the procedures for the selection of thenew commission.
Although we have a date decreed by the President for theholding of general elections, the country still does not have the institutionthat should deal with their administration.
With the agreement of June 5, the new CEC must be filledwith 12 new members, but although there are only 11 days left from the deadlineto apply, only 2 requests have been submitted to the Albanian Parliament.
Naim Mëçalla has expressed interest in the position ofCommissioner, Deputy Commissioner, member of the Regulator and KAS.
While the other candidate, Redinela Beqiraj has appliedfor a place in the Complaints Commission.
To pass all the applicants through the sieve, theAssembly will set up next Thursday a special parliamentary commission, wherefrom the SP will be Damian Gjiknuri and 2 other members, from the opposition inparliament 2 deputies and the DP will be represented by a special envoys.
The Speaker of the Assembly has sent a request to LulzimBasha and Monika Kryemadhi to submit the name of their representative to thiscommission within September 11th.
The same call was made to the 3 chairmen of theparliamentary groups in the Parliament to appoint 2 deputies who will representthem.
All this procedure should end on October 19, where the12 new names should take their places in the CEC.
The sources stressed that there is a commitment of thepolitical forces for the new CEC to close within this month, while thegovernment and the political forces must respect a whole mechanism of deadlinesthat must be respected.
The novelty of the electoral code is not only the newCEC, but also the instruments envisaged to ban the use of state resources inthe campaign.
For the first time, the government can not increaseeither salaries or pensions, can not carry out amnesties or privatizationsafter December 25, and this is sanctioned in Article 91 point 4 of theElectoral Code.
"Four months before the date of the elections until the formation of the new government after the elections, it is prohibited to propose, approve or issue legal or sub-legal acts, which provide benefits for certain categories of the population, such as acts that provide for salary increases, pensions, economic or social support, reduction or abolition of taxes, imposition of fiscal amnesties, privatization or granting of assets or rewards.”
After December 25, the government, but also the mayorsfor any public activity, must report to the CEC, and it is this institutionthat has the right to stop the development of an activity if it deems it to bea campaign.
"Prohibition is carried out by placing the note "Prohibited by the CEC" in the reporting interface, in the part that belongs to the activity. The activities prohibited by the CEC are not allowed to be broadcast or reflected in the news sections or those that cover the campaign on radio and television. ”
With the decree of the election date, the calendar andthe deadlines of the process have been evidenced.
The parties must register by February 14 to run in theelections, the coalitions must register by February 24, and by March 6 theparties must submit to the CEC the list of names of candidates for deputy.
The way in which Albanians will vote in this processremains unclear, as the discussion on the lists or the pre-election coalitionshas not been completed yet.
