Tenders Without Competition, Gjelishti Won 4 More Contracts In The Years 2015-2017

Tenders without competition, from the company Image& Communication Development, under the administration and ownership of IgliGjelishti, seem to be not a procedure followed only during the years 2018-2020.
According to the data of the PPA, for the company whichthe opposition accuses of having exceeded the funds Report Tv, the sameprocedure was followed in the years 2015 to 2017.
The first contract signed in 2015 is that of January 19with the Albanian Post with the object "For the electronic platform forsending SMS".
It turns out that 3 companies were interested in thiscompetition, two of them that had submitted even lower bids were disqualifiedfor not meeting points or criteria.
Image & Communication Development remained the onlyone with the offer of 4 million and 200 thousand ALL being automaticallydeclared the winner.
Then, in February 2016, AKSHI opened the tender with alimit fund of 13 million 911 thousand 778 ALL without VAT.
In this case, the only participant in the competitionwas the company of Igli Gjelishti in cooperation with Helius Systems, whichautomatically made them winners.
Nine months later, another agreement with anotherinstitution with a limit fund of 20 million 833 thousand ALL and 3 companieswere interested.
One of the operators at that time did not submit a bidat all, which led to his disqualification, while the entity with the lowest bidwas excluded for non-fulfillment of criteria.
One of the members of the evaluation commission turnedout to have requested the qualification of both operators.
Nevertheless, at the end of the evaluation, the BidEvaluation Commission by a majority of votes has decided to qualify only themerger of the operators "Image & Communication Development" with"ikubINFO" and consequently the winner.
Even in January 2017, the same union of operators wonthe tender with the object "Purchase of ticketing system for UKT"with a limit fund of about 15 million ALL.
The participants in the competition were againdisqualified, one did not submit a bid and the other did not meet theconditions.
There are at least 42 million ALL received in these 4tenders, in which competitors are disqualified.
The institution that has signed more contracts with thecompany "Image & Communication Development" is the NationalAgency of Information Society with 6 such, followed by the Albanian Post and WaterSupply and Sewerage Tirana.
Two days ago, the DP accused that the funds receivedfrom the tenders Igli Gjelishti passed to the media company of Carlo Bollino.
