A total of 12 contracts of Igli Gjelishti's company,accused by the Democratic Party of spending money on Carlo Bollino'stelevision, turn out to have been developed without competition. According tothe Public Procurement Agency, in 2 of them only Image CommunicationDevelopment participated, while in the other 10 the competitors weredisqualified. Also in about 3 cases the project was won in cooperation.

According to the blueheadquarters, the company has benefited 7.5 billion ALL, it has transferred themoney to the media company Report Tv of Carlo Bollino.
But what has really happened in the last two years withthe tenders won by this company?
According to the data of the Public Procurement Agency,it turns out that "Image & Communications Development" has signedabout 12 contracts with a limit fund of 588 million 415 thousand 127 ALLwithout VAT.
But in 10 of them it turns out that all otherparticipating economic operators have been disqualified, leaving only thiscompany in the competition, which has automatically been declared the winner.
Surprisingly, the companies participating in 7 of thesecases did not submit a bid at all.
The most recent tender that this procedure has beenfollowed is the one with the object "Purchase of automation service andactivity monitoring for inspectors" for the General Directorate of Taxeswith a limit fund of 106 million and 200 thousand ALL.
The contractor of which is the National Agency ofInformation Society and the winner is the merger of economic operators"IVA ELEKTRONIK" and "Image & CommunicationsDevelopment" shpk with a bid of 99 million 891 thousand ALL.
The other participating company was disqualified for notsubmitting a bid.
In the other 3 contracts they are disqualified fornon-compliance with the requirements of standard tender documents.
However, there are also cases when the company"Image & Communications Development" is the only one thatparticipated and was automatically announced the winner and this happened intwo contracts.
It is about the tender with object "Purchase ofTicket System" with a limit fund of 11 million 890 thousand ALL, for whichthe above operator has offered a value of 11 million 362 thousand 500 ALL,whose contractor is water supply Tirana.
In the second case, the contracting authority is theAlbanian Post for the contract with object "Purchase SMS", with alimit fund of 2 million 460 thousand ALL and for which, the company of IgliGjelishti has offered 120 thousand less and being the only in the competitionthe winner is automatically announced.
However, in at least 3 cases the tenders were won incooperation with other companies.
