"A Little Lighting And A Lot Of Money", Municipality Of Tirana Tender 29 Million ALL For End-Of-Year Fireworks
The tender for the end-of-year fireworks in the municipality of Tirana turns out to have been conducted without competition, with the participation of only one entity that has been automatically announced and the winner. The spectacle of fireworks in the square this year was absent, this with the argument that they were distributed in 12 administrative units.
These fireworks on the night of the change of years in the capital have cost Albanian taxpayers more than 29 million ALL and for the first time in "Skënderbej" square there was no spectacle.
Ahead of claims that the amount dumped was small, the Municipality stated that they were distributed to all units, due to Covid.
According to the data in the Public Procurement Agency, the municipality of Tirana is the procuring authority of this procedure.
Unlike previous years, in the square the situation appeared warmer.
Referring to the accompanying tender documents with a value of ALL 29 million, it was foreseen to purchase 19 types of fireworks of the feta cake type with 13 and 19 peacock blasts, shells of different sizes, etc.
But even in this case the procedure turns out to have been conducted without competition with only one competitor participating.
Albafire shpk has been announced in this way the winner of this contract with the offered value of 29 million and 20 thousand ALL, with a difference of only 146 thousand ALL from the limit fund.
According to the data in Open Data, Albafire has signed during 2016, 2017, 2018 the contracts for the tender with the object of fireworks for the end-of-year holidays.
As for 2020, this subject in all three cases participated alone, which automatically ensured victory.
Open Data marked these three procedures with the red flag with the argument that there was a lack of competition.
