Murder Of 25-Year-Old By The Police Officer, President Meta: It Is The Direct Responsibility Of The Leaders Of The Police And Minister Lleshaj

The President of the Republic Ilir Meta reacts after the murder of 25-year-old Klodian Rasha by a police officer.

Through a long message on Facebook, where he also comforts his family, he states that “we have all witnessed, especially in the last two years, that the acts of use of extreme and disproportionate violence by certain members of the State Police, have come escalated”.

According to Meta, "this is the direct responsibility of senior officials and leaders of the State Police, as well as the Minister of Interior, who to date have not held clear public positions for zero tolerance for such acts."

The full message of the President:

Dear relatives of the late Klodian Rasha,

Allow me to express my most sincere condolences for the separation from life, in circumstances already made public, of your son and relative, shot dead by a State Police officer, a very serious event and reprehensible, which has deeply shocked us all.

Dear citizens,

The State Police has a mission to maintain public order and security, guarantee the implementation of the law, in accordance with the Constitution and International Acts, while respecting human rights and freedoms.

Unfortunately, we have all witnessed, especially in the last two years, that the acts of use of extreme and disproportionate violence by certain members of the State Police, have been escalating.

This is the direct responsibility of senior officials and leaders of the State Police, as well as the Minister of Interior, who to date have not held clear public positions for zero tolerance for such acts.

The State Police uniform is a direct representative of the state authority, but also of the trust that citizens have in the state.

To win and maintain it, one needs integrity, merit, professionalism, impartiality, independence, self-control and, above all, legitimacy and respect for fundamental human rights and freedoms.

These are the principles on which every effective police force should exercise its duty.

Any other act beyond the law and its mission, carried out by the State Police and its effectives, is unacceptable, should not be tolerated, but should be punished.

I call on law enforcement agencies and other state authorities to respond immediately to the need of the whole society for justice, through a fast, complete, independent, objective and transparent investigation into the serious event of the murder of the citizen Klodian Rasha.

I ask the Prosecution to intensively investigate, to uncover the truth and to immediately bring to justice the perpetrators of the criminal act, committed by the body that has the duty to protect the lives of citizens.

The full clarification of the serious event should serve as a turning point and reflection on the legality of the acts of the State Police, not only of an individual, but of the entire chain of command, from the way of recruiting, training and orienting the effectives of the police, to incite actions or behavior outside the requirements of the law, which then lead to such events, unacceptable to our entire society.

I ask the People's Advocate to follow this case closely and come up with special recommendations for the State Police, which should be addressed immediately by the latter.

I call on the civil society to be more active in the protection of citizens' rights in relation to the actions of the State Police, and to constantly monitor its activity.
