DP: Rama Does Not Open The Lists But Only Removes The Pre-Election Coalitions

The majority and the parliamentary opposition haveapproved an amendment to the Constitution in the Legislative Council, to pavethe way for a change in the system.

140 deputies, with these changes will be elected withthe regional proportional system with national correction.

The Democratic Party has reacted in this regard, statingthat Prime Minister Edi Rama does not open the lists, but only seeks to removethe pre-election coalitions.

"The draft approved by the Law Commission has been unveiled today, where the SP has made its changes to the draft of the parliamentary opposition.

The approved draft stipulates that open lists extend to only 2/3 of the lists, while 1/3 of the list is appointed invariably by the party.

"The election law guarantees that no less than two-thirds of the multi-name list will be subject to preferential voting," the draft said.

This means that if in Tirana there are 34 candidates for MPs, then 11 candidates are listed by the party and are unchanged (so the almost winning list is closed), while citizens can vote from the 12th term onwards.

So, if a political party wins 15 seats in Tirana, then 11 are on the closed lists of the party and appointed by it and only 4 deputies can be elected by the citizens. Practically the winning part of the list is determined by the party and not the citizens.

This breaks the alibi of Edi Rama that he would open the list, revealing that the only purpose of the change is to remove the pre-election coalitions. "
