SP Amendments To The Electoral Code, Balla: Lists, 100% Open. DP To Not Exclude Itself

The head of the SP parliamentary group, Taulant Balla,says the SP's proposed amendments to the electoral code summarize all the sensitiveissues on the elections.

He encouraged the Political Council to find commonground in properly translating constitutional changes into the electoral code.

Balla: Several proposals have been made by a member of the parliamentary opposition. I hope that the non-parliamentary opposition will have the opportunity to continue the discussion with them. I urge DP, SMI and other non-parliamentary parties to contribute with their proposals but the draft proposed by us has received 100% all sensitivities. The lists are 100% open. Our proposal is a proposal that is implemented today in countries that similarly have our system, such as Croatia, the Czech Republic, Austria, Belgium. Issues of a technical nature are open for discussion. SP out of 75 deputies, 1/3 will have women.

Balla also focused on the critics of these proposals whohave considered it as a trap of the SP to keep the lists closed in almost 90%of the list.

Balla: It is not true that a candidate should get more votes than the party. We did not invent this formula. There are views that the Kosovo model can be selected. But a candidate to be elected MP without the support of a political party must meet the democratic legitimacy of the vote. The fact that the ranking of political parties is broken by the support received by a candidate is a big step. in small districts up to 12 thousand in Tirana.

Asked if they will pass these amendments unilaterally ifthere is no proposal from the united opposition, he said that he wishes thelatter not to be excluded from the process.

Balla: I do not believe that the DP will exclude itself from this process, I am confident that the extra-parliamentary opposition will contribute with concrete proposals to improve the draft and bring it in some form. If it does not, constitutional changes have taken place, the lists have been opened and the elections of April 25, 2021 will be held with 100% open lists.

The Socialist MP was not very enthusiastic about Ms.Hajdari's proposal, which requires the ranking of candidates in lists inalphabetical order.

Balla: With the parliamentary opposition it is simpler that the work will take place in the law commission, but I stand by our proposal because it is the only proposal that brings together all the points of view.

Regarding the ODIHR receiving international expertise oncoalitions, Balla said that the ODIHR and Venice have said that these areissues that belong to the full sovereignty of OSCE member states, or members ofthe Council of Europe.

Balla made the statements after the meeting of the SPgroup, while he told the journalists even though the SP Assembly is notmeeting.

Balla: We are in the conditions of a pandemic, we have discussed. We have thought of a functional way of the National Assembly of the SP, it has 352 members. A traditional meeting is impossible. In the coming weeks we have thought of a way to guarantee the decision-making integrity process. We will find a way that does not affect the functionality and integrity of the voting process within the Assembly.
