Voter Database, SP Violated The Law, 13 Organizations Condemn Misuse Of

13 human rights organizations have strongly condemned the misuse of citizens' personal data in the socialist party database for the political orientation of citizens. In a statement urging the investigation of this case, the organizations emphasize that the information contained in the database is sensitive as it fully identifies every citizen involved.

Human rights organizations have reacted harshly by condemning the processing and publication of personal data of the 1 million inhabitants of Tirana in the socialist party database for the political orientation of citizens.

According to them, this legal violation was committed in order to project the electoral result in the April 25 elections by the Socialist Party of Albania.

The organizations say that the holders of the database have given themselves attributes that the laws in force in the Republic of Albania forbid.

"It is clear that in this case, the Socialist Party of Albania has in fact undertaken the role of data controller, which alone or in cooperation with others, maintains, processes, administers, archives and therefore controls personal data.”

Citing the legal basis that requires obtaining the consent of citizens for the use of their personal data, 12 organizations emphasize that even if the Socialist Party of Albania connects the latter case with Article 10 of the law, regarding the processing for scientific and statistical research, it is envisaged that cases where the use of data allows the identification of the data subject, they should be coded immediately, so that the subjects are no longer identifiable.

"It is quite clear and easily verifiable that the database in question does not meet any similar security criteria. In the language of law, this case is an open collection, processing and illegal dissemination of personal and sensitive data of nearly 1 million Albanian citizens, without their consent."

The statement said that the storage of data such as personal identification number, birthday and place of birth, residence and mobile number constitute a serious violation of privacy and their administration for electoral purposes creates a harmful precedent for democracy.
