Outer ring compensation, for legal dwellings only!

Prime Minister Edi Rama delivered a statement with strong determination declaring that compensation will only be given to those who have the legal dwellings, despite the brutality which occurred during protests by the residents of Astir in front of the Parliament. 

The head of Government urged residents to not block roads, because no-one can indemnify lawlessness.

“We must be very clear to all residents affected by the outer ring. Those who hold a title of ownership will receive compensation according to the law and will depart from the area.

“The residents who do not hole an ownership title and have no alternative or additional homes will be granted rental assistance for a period of three years. 

“The land-abusers affected by the Outer Ring require over $30 million to release their properties, despite the land not being theirs to begin with. 

“That means that before we can use your taxes to raise salaries, we must pay these professional abusers who have created a new and unknown category for themselves,” explained Edi Rama.

“We will not even consider such madness as to compensate those who abuse the territory against the public interest.

“You built your homes illegally, taking advantage of the mess of property laws at that time, but there is no way that we will spend the next 25 years with the state budget at your disposal to pay for your past decisions.

Prime Minister Edi Rama also addressed allegations that the cost of building the Ring segment from “Pallati me Shigjeta” to the Eagle Square is too high.

“The opposition would like to see the road built like a poorly constructed pair of trousers. 

“Trousers made with cheap, synthetic material, with my waist measurements but the leg length of Erion Braçe, with patches over the knees and holes in the crotch, with the expectation that we should be happy to wear them. 

“Tell me, would you wear such trousers in public? 

“This is the way the Opposition builds roads. Meanwhile we have a completely different approach. Our approach is for the Albania we want and it is for this vision that the people of Albania, who love this country as we do, have voted for us to lead these changes,” concluded Edi Rama.

About 317 buildings will be affected by the construction of the Outer Ring segment which passes through the 'Astir' area, however only 123 are legalized dwellings with appropriate ownership certificates.
